My parts guy had never heard of it, and he says that he sells a lot of the tubes, but never any 'activator'. As I read the back of the tube, and the package, it mentions an 'activator' spray for the gasket surfaces. Because the guy at the parts store didn't mention it, nor did the front of the package mention a need for an 'activator', I didn't use any. I tracked down a nail I had used to poke it with, and the stuff was still gooey from yesterday. As I was cleaning up, I found that my sealer tube was still tacky. Everything I read said to apply anaerobic sealer to various spots on the block when reassembling. I just put my Jeep back together after installing a new rear main seal.
